Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR)

Quantum applies a proven systems engineering (SE) approach that ensures consistency and interoperability among projects, while being tailorable to the unique needs of each individual system. This SE approach supports common architecture development frameworks and enables Program Offices to achieve compliance with DoD and service acquisition directives and policies.

A disciplined SE approach uses a variety of computer-aided software engineering (CASE) and other software tools to enable the production of requirements documents, architectural products, test plans, and web-enabled data repositories to support all aspects of a system’s SE lifecycle.  The approach supports structured analysis and object-oriented modeling approaches, is tailored to the unique needs of the program, and facilitates production of executable models of the system. Quantum supports the Missile Defense Agency, the Joint Single Integrated Air Picture (SIAP) Systems Engineering Organization (JSSEO), U.S. Army Space and Missile Defense Command, PEO Missiles and Space, the U.S. Army Air Defense Artillery Center and School and a host of agencies.  In all cases, Quantum supports each customer’s SE process by customizing architecture development methodologies and architecture product creation as well as other C4ISR systems analysis, testing, and integration efforts.  Our core capabilities in the C4ISR area include the following:

  • Developing operational concepts, white papers, requirements documents, and functional specifications for objective and developmental systems and organizations.
  • Identifying and analyzing operational concepts and other requirements documents to identify functional, information, and data requirements for execution of the concepts.
  • Using high-level requirements documents to derive system level requirements for information exchanges and associated interfaces to support full interoperability among systems within a Family of Systems, to include identification and specification of emergent requirements and performance criteria.
  • Implementing architecture development methodologies and CASE tools specified to develop compliant structured analysis and object-oriented models of organizational and system functionality to support concept development, system specification, test plans, and system production.
  • Defining and describing standard data elements in sufficient detail and with sufficient accuracy to support system design specification development and ensure effective information exchanges among systems.
  • Supporting the development of system (physical and information) and technical (developer) architectures that implement effectively the user requirements represented in the operational (enterprise) architecture.
  • Extracting necessary operational, system, and technical requirements to define the correct methodology for an integrated system operational test plan.
  • Assessing communication systems, data links, communications network loading, message sets, and message set standards.
  • Providing training services and consulting services in the areas of SE process and architecture development methods, structured and object oriented model development, CASE tool usage, and test plan production.
