Quantum on Winning Team for Air Force CAAS IV Program

(Huntsville, AL, April 5, 2012) —Quantum Research International, Inc. (Quantum) is pleased to announce that our team lead, ZCSolutions, LLC (a joint venture partnership between Capstone Corporation and Zantech IT Services, Inc.), was an awardee on the United States Air Force Contracted Advisory and Assistance Services (CAAS) IV Indefinite Delivery / Indefinite Quantity (IDIQ) contract. ZCS is one of 18 small businesses awarded a contract in the small business competition pool to provide programmatic and engineering support services to Air Combat Command (ACC) and the Air Force District of Washington customers inside and outside the continental U.S. These customers include Headquarters ACC, ACC bases and geographically separated units, Headquarters Air Force, Secretary of the Air Force organizations, Air Force Office of Special Investigations, Air Force District of Washington Contracting Directorate customers, and tenant activities located on any ACC base under special agreements.

The small business portion of the CAAS IV contract, with a $1.9 Billion dollar ceiling, allows ZCS to compete for task orders in support of ACC and AFDW A&AS requirements through mid-October 2016. Quantum is part of the integrated team assembled by ZCS to provide support in the areas of Management and Professional Support Services; Studies, Analyses and Evaluations; and Engineering and Technical Services.

Services and support available via CAAS IV include:
  • Program management, logistics management, project monitoring and reporting, data collection, budgeting, accounting, performance auditing, and administrative technical support for conferences and training programs
  • Analytical assessments/evaluations in support of policy development, decision-making, management, or administration; studies in support of R&D activities; acquisitions of models, methodologies, and related software supporting studies, analyses or evaluations
  • Systems engineering and technical direction to ensure the effective operations and maintenance of a weapon system or a major system or to provide direct support of a weapons system that is essential to research, development, production, operations or maintenance of a system

Quantum’s CAAS IV Program Manager, Mr. Todd Hancock of Quantum’s Shalimar, Florida office, notes “the CAAS IV contract vehicle is a great opportunity for Quantum to expertly support our Air Force partners, and especially so since the HQ ACC Vice Commander has named it as the primary and preferred source for ACC’s A&AS contracted support.”
