GSA ITPS: Labor Categories

Successful performance in the IT arena depends on the proper mix of technical skills and "real-world" operational experience. Quantum knows that to keep pace with rapid advances in IT, we must not only look to hire individuals with this "right mix," but we must also provide the incentive for our staff to continue their formal IT education through certification programs and self-study. Our labor categories are designed with two goals in mind: (1) to provide our customers with high-quality, best-value IT services, and (2) to provide opportunities for the professional growth and advancement of our staff.

1. IT PROJECT MANAGER
Education:

A bachelor’s degree in computer science, information systems, telecommunications systems, engineering, business, or other scientific or technical information technology-related discipline is required.

Experience / Minimum Training Requirements:

Requires a minimum of 12 years of IT-related work experience in the specific program/project/task order to be managed to include previous managerial experience. Examples of IT-related managerial work experience include management of software development, system/software integration, telecommunications, business process reengineering, and/or Department of Defense weapon system projects. With a Master’s degree, a minimum of 10 years of experience is required; with a Ph.D., eight years of experience is required.

Duties:

Provides day-to-day management of a major information technology (IT) services program/project, a large, complex task order (TO) or a group of individual task orders (TOs) performed by teams of information technology personnel, likely at multiple locations. Demonstrates proven skills in those IT areas addressed by the TOs to be managed. Serves as the authorized interface with the Government Contracting Officer (CO), the contract level Contracting Officer’s Representative, and/or the customer agency representative. Responsible for the organization, direction, and successful completion of all contract tasks on schedule and within costs. For potential problem areas, outlines realistic solutions and preventive measures to be followed. Demonstrates exceptional written and oral communication skills.

2. BUSINESS PROCESS REENGINEERING ANALYST
Education:

Bachelor’s degree in business, information systems, industrial management, management sciences, psychology, computer science, engineering, or other related scientific or technical discipline.

Experience / Minimum Training Requirements:

Requires specialized business process change experience, to include:

  • Demonstrated ability to identify process/organizational strengths, weaknesses, and opportunities, define requirements, and develop objective processes.
  • Integrated Definition (IDEF) Modeling Experience.
  • Experience with Computer-Aided Software Engineering (CASE) tools such as BPwin, ERwin, and ModelMart.
  • Demonstrated ability to facilitate working group sessions.

To provide the customer with maximum flexibility in acquiring the appropriate skill level, three experience levels are defined in the table below. For the Level 2 and Level 3 positions, a Master’s degree can be substituted for two years of experience.

Duties:

Conducts analyses of business processes and performance. Uses process improvement and reengineering methodologies such as activity and data modeling, group facilitation/ brainstorming sessions, subject-matter-expert interviews, and benchmarking of current activities to perform current-state or "as-is" analyses of systems and processes. Uses the same techniques to develop an objective "to be" model of the agency that reflects the agency’s view of how it should be organized and what it should be doing. Identifies actions required to move the agency from the current to the objective state, and makes recommendations for methods to enhance processes, increase effectiveness, manage change, and reduce costs. Assist agencies in identifying actions required to meet their objective state, to include developing a detailed action plan for the implementation of the recommended actions. Prepares and presents presentations to customers and to senior management.

3. SYSTEMS ANALYST
Education:

B.S. or B.A. degree

Experience / Minimum Training Requirements:

Requires professional training or equivalent experience in one or more of the disciplines stated above. Years of related experience are defined by skill level as shown in the table below. For the Level 2 and Level 3 positions, a Master’s degree can be substituted for two years of experience.

Duties:

Provides specialized knowledge of systems requirements to analyze user needs to determine functional and cross-functional requirements. Identify required tasks and their interrelationships in order to provide system-wide IT solutions. Applies analytical expertise and understanding of current technologies to define and validate complex processes and operating environments. Duties will require specialized expertise in one or more of the following disciplines: systems analysis; computer systems; telecommunications networks and/or systems; decision support systems; technology assessments; modeling and simulation; quality assurance/quality control; or operations research. May lead a team of analysts.

4. INFORMATION SECURITY (INFOSEC) ANALYST
Education:

Bachelor’s degree in computer science, information systems, or a related field.

Experience / Minimum Training Requirements:

Requires experience in information system certification and accreditation; risk analysis and assessment; computer security; and site surveys. Also requires working knowledge of network intrusion systems and scanners, such as RealSecure Suite, ISS Scanner 5.4, System Ranger and Spitfire. Understanding of Army digitization; information systems and network designs; and C2 operations are desired.

Years of related experience are defined by skill level as shown in the table below. For the Level 2 and Level 3 positions, a Master’s degree can be substituted for two years of experience.

Duties:

Examines systems and communications architectures to develop INFOSEC requirements including physical, functional, network, communications and technical design specifications to counter threat postures. Examines systems and communications architecture to identify weaknesses to attack and/or exploitation. Provides analysis related to the implementation of software products to include, but not limited to, INFOSEC utility software, INFOSEC development software and INFOSEC diagnostic software. Prepares reports and studies concerning INFOSEC requirements and threats. Provides assistance in solving technical and administration questions. Conducts network vulnerability testing and network assessments.

5. SYSTEMS ENGINEER
Education:

Bachelor’s degree in engineering, computer science, telecommunications, or related field and/or professional certification.

Experience / Minimum Training Requirements:

Duties:

Analyses information requirements and performs complex engineering tasks. Participates in and/or directs all phases of system development from analysis of needs to verification of system performance, with emphasis on planning, analysis, evaluation, integration, testing, and acceptance phases. Establishes technical and performance standards. Prepares technical reports and related documentation. Prepares and delivers presentations and briefings as required by the Task Order. Duties will require specialized expertise in one or more of the following disciplines: information technology, software and/or business systems; modeling and simulation; test and evaluation; information security; and telecommunications networks. May lead a team of engineers.

6. INTERNET/INTRANET SYSTEMS ENGINEER
Education: Bachelor’s degree in computer science, engineering, telecommunications, or related field.
Experience / Minimum Training Requirements:

Knowledge and experience with all aspects of website design, development, and production with a particular focus on software design and development. Extensive Knowledge of Internet Technologies, including HTML, JavaScript, VBScript/Active Server Pages, Visual Basic, SQL, and security issues. Must be able to monitor industry trends, technologies, and standards and be able to recommend, and apply new technologies as they emerge. Experience with client/server architecture and web applications is preferred.

Years of related experience are defined by skill level as shown in the table below. For the Level 2 position, a Master’s degree can be substituted for two years of experience.

Duties:

Design and develop Internet/Intranet applications using various tools, database design, and development. Plan design layout & navigation, page formats, develop databases & interactive forms, and coordinate graphics. Work with the customer to develop content. Provide user training.

7. NETWORK ENGINEER
Education: Bachelor’s degree in computer science, information systems, engineering, or other related technical discipline.
Experience / Minimum Training Requirements:

Experience in the design and installation of networks. Must be adept at problem identification and resolution. In-depth knowledge of basic network structures; major network operating systems (e.g., Windows NT, Novell NetWare, and Unix); and concepts such as servers, repeaters gateways, bridges, routers, and TCP/IP. Network+, Microsoft, or Novell certification preferred.

Duties:

Responsible for the overall planning, design, installation, operation, maintenance, and coordination of the agency local and wide area network (LAN/WAN). Troubleshoots LAN/WAN and other network-related performance, and provides technical expertise. Establishes and maintains network users, user environment, directories, and security. Responds to the needs and questions of network users concerning their access to resources on the network and the operation of various software programs. Remains abreast of changes in user and system software and hardware requirements. Plans implementation and upgrades to the network. Monitors and administers the network, keeping system information up-to-date in a network log. Updates the operating system as required. Loads and updates software applications as required. Manages memory usage of the network, network printing, and network technical resources. Maintains a backup of all files, security, and rights. Presents information to customers that may result in purchase and installation of hardware and software.

8. HARDWARE INSTALLATION TECHNICIAN
Education: Technical institute graduate or Network+/A+ certified.
Experience / Minimum Training Requirements:

A minimum of two years general experience, with specialized experience in installation of computer systems, cable fabrication, and/or installation of local area networks (LANs).

Duties:

Performs analytical and technical work in the planning, design, and installation of new and existing computer systems. Confers with customers to determine types of hardware and software required. Installs new computer and network hardware and maintains existing hardware. Configures computers, communications devices, and peripheral equipment. Trains customer personnel in the use of computer equipment and software. Troubleshoots and repairs computer equipment and peripheral devices. Conducts research on new technology as requested.

9. TECHNICAL WRITER/EDITOR
Education: Associates degree in English, literature, or other related discipline or the equivalent.
Experience / Minimum Training Requirements:

Requires demonstrated knowledge of desktop publishing software packages such as Microsoft Office and Microsoft Project. Years of related experience are defined by skill level as shown in the table below.

Level 2 > 5 years At least two (2) years of specialized experience in editing documents, including technical documents. Specialized experience in information systems is highly desired.
Duties:

Supervises, develops, writes, and edits material for customer deliverables and documents. Examples of products include, but are not limited to, reports, manuals, proposals, instructional material, catalogs and hardware/software documentation. Organizes material and completes writing assignments according to set standards regarding order, clarity, conciseness, style, and terminology. Reviews grammar and syntax of deliverables prepared by engineers/analysts and provides support by assisting in rewrites. Must demonstrate the ability to work independently.

10. PROGRAMMING/DATABASE SPECIALIST
Education: Bachelor’s degree in computer science or related discipline preferred.
Experience / Minimum Training Requirements:

This is an entry-level position requiring a bachelor's degree in computer science, business, or other related discipline.

Level 1 < 5 years Specialized experience in Database logical and physical design, SQL, PERL and Java programming. Excellent organizational skills.

Duties:

Designs, implements, and maintains complex databases. Provides guidance and expertise in the use of database management systems (DBMS). Work with the customer to determine data storage and access requirements and be able to evaluate and recommend DBMS products (e.g., Illustra, Oracle, Sybase, SQL Server, Microsoft Access) to support user requirements. Duties include maintenance of database dictionaries, overall monitoring of standards and procedures, and integration of systems through database design.

11. GRAPHICS/MULTIMEDIA SPECIALIST
Education: High school diploma or equivalent.
Experience / Minimum Training Requirements:

Must have at least four (4) years of specialized experience in development of multimedia and graphics presentations for publications, documents, and briefings. With an associate’s degree in graphic design, fine arts, or electronic imaging, at least one year of specialized experience is required. Proficient in the use of Macromedia Director and Flash.

Duties:

Responsible for 3D animation, digital editing, and capture of full motion video / audio for the creation of digital movies used in multimedia productions to be included in instructional material and executive level presentations. Uses various PC graphics products (e.g., PowerPoint, Claris Draw, Adobe PhotoShop, Microsoft Publisher) to prepares high-end presentation graphics, illustrations, and concept drawings for use in deliverables. Responsible for integrating the graphics created with the deliverable documents. Interfaces with the customer to determine the scope of the task and the best graphic medium. Ensures that all graphics and multimedia products are completed on time, within budget, and to user’s satisfaction.

12. ADMINISTRATIVE SPECIALIST
Education: High school diploma.
Experience / Minimum Training Requirements:

Requires a minimum of two years specialized experience in office administration and in using commercial word processing, graphics/presentation, and desktop publishing systems. Demonstrate ability to work with minimum supervision.

Duties:

Directly performs high-level administrative duties to the Program Manager related to word processing, data management, document production and control, financial management, travel, administrative security management, and schedule management. Supports the development of contract deliverables and reports and assists in the preparation of presentation graphics.
