STATEMENT OF WORK
Under the MOBIS schedule, Quantum may provide mission oriented business integrated services and products to U.S. Government agencies. The MOBIS objective is to enable federal agencies to improve performance, quality, timeliness, and efficiencies throughout their organization.  More specifically, Quantum offers services under special item numbers 874-1: Consulting Services; 874-2: Facilitation Services; and 874-4: Training Services.

HOW TO USE THIS CONTRACT
MOBIS is a competitively awarded schedule contract with fixed labor rates and is available to all federal agencies and their approved contractors.  Task orders referencing the GSA schedule number flow directly from the customer agency to Quantum.  There is no middle man, no need to advertise, and no need to deal with anyone outside of your agency.  Each agency has contract procedures to follow when using this streamlined and simplified procurement process.  Refer to FAR 8.4 and the MOBIS Customer Information page for details. The general steps to follow are:
STEP 1: Quantum meets with customer to determine if "needs" exist.
STEP 2: The customer develops the project definition and requirements.
STEP 3: Quantum provides the customer a recommended labor mix for the project, with estimated prices.
STEP 4: The customer provides the project definition and funding documents to its internal contracting office.
STEP 5: The customer's Contracting Office develops a Request for Quote (RFQ).
STEP 6: Quantum develops a responsive quote/proposal.
STEP 7: The Contracting Office and Quantum negotiate.
STEP 8: The customer's Contracting Officer issues a task order.
STEP 9: Quantum begins work.
