Quantum's current work in the area of Test and Evaluation (T&E) support includes the following [customer is in brackets]:

BMDO TEST AND EVALUATION ACTIVITIES: 

  • Supporting the MDA Program Director, BM/C2 in defining the Development Test Program for Battle Management (BM), C2, and Communications by establishing required development test activities, defining roles and participants, and developing a schedule of development test events for each Block Build.

  • Establishing performance criteria for use in the BM, C2, and Communications test program.  These measures provide the acceptable level of performance for the specified Block Build capabilities.

  • Led Theater Missile Defense (TMD) Integrated Test Planning for the MDA Test and Assessment Directorate. Developed the initial MDA Integrated Test Plan (ITP) that provided the foundation for MDA’s TMD test program.

  • Provided initial definition of capabilities and uses for Hardware-in-the-Loop Tests, System Integration Tests, Joint Service Exercises, Models and Simulations, and Wargames to support TMD verification. Co-authored the TMD Consolidated Evaluation Plan (TCEP). Defined and documented all FoS test planning activities required to assess the integration and interoperability of TMD systems.

  • Supported development and execution of a National Missile Defense (NMD) System Evaluation Plan (SEP), which was to be used to provide and its execution to define and conduct the NMD test and analysis events in order to provide data for decision-makers to support a NMD deployment decision.  [MDA]      

SUPPORT TO U.S.  ARMY EVALUATION CENTER (AEC), ATEC:

  • Providing Systems Analyst, Evaluator, and Integrated Logistics Support (ILS) T&E technical services for the Combat Support Evaluation Directorate (CSED) and the ILS Directorate on a number of Joint and Army Nuclear, Biological and Chemical (NBC) programs (e.g., the Joint Service Light NBC Reconnaissance System (JSLNBC), Joint Biological Point Detection System (JBPDS), Joint Service Sensitive Equipment Decontamination (JSSED), Biological Integrated Detection System (BIDS), Joint Services Lightweight Standoff Chemical Agent Detector (JSLCAD), Joint Protective Aircrew Ensemble (JPACE), Joint Transportable Collective Protection System (JTCOPS), Joint Service Lightweight Integrated Suit Technology (JSLIST), JSLIST Block I Glove Upgrade (JB1GU), Joint Service General Purpose Mask (JSGPM), Joint Warning and Reporting Network (JWARN), Chemical Biological Mass Spectrometer (CBMS), Joint Biological Point Detection System (JBPDS), M8 Smokepot and Joint Service Aircrew Mask (JSAM)); artillery systems (e.g., Crusader and Excaliber); and mines and countermine programs (e.g., Rapid Tactical Terrain Limiter (RATTLER), Ground and Handheld Standoff Mine Detection Systems (GSTAMIDS and HSTAMIDS), Mongoose, and Countermine Contingency Sets).  Specific services provided include assistance in preparation, review and analysis of T&E documentation, preparation of Accreditation Plans, System Evaluation Plans and Reports (SEPs/SERs), on-site test support, and data reduction and analysis support. 

  • Providing T&E support on several Non-Lethal (NL) programs, including the XM95 Muzzle Launched Ordnance (MLO), the tactical M84 and reloadable practice stun hand grenades, several shotgun/rifle-launched NL Munitions and the Modular Crowd Control Munition – Vehicle Mount System.

  • Providing evaluation support on a number of combat support systems, to include the High Mobility Engineer Excavator (HMEE), High Mobility Multipurpose Wheeled Vehicle (HMMWV), Logistic Support Vessel-7 (LSV-7), Remote Area Denial Artillery Munition (RADAM), Family of Loaders (FOL), Airborne Scraper and Water Distributor System (ASWDS), Family of Nightsticks and Batons (FNB), Antipersonnel Landmine Alternatives (APLA), Antipersonnel Obstacle Breaching System (APOBS), Modular Causeway System (MCS), M915 Truck Tractor,  and other platforms.  [AEC, ATEC]

HAWK INSTRUMENTATION TEAM: Collecting and analyzing data on the performance of HAWK missiles and ground support equipment during live firings by HAWK units of allied countries (e.g., Bahrain, Japan, Taiwan, Singapore, Jordan, United Arab Emirates, Germany, the Netherlands) at various ranges in the U.S. and overseas, to include McGregor Range, NM; Taiwan; United Arab Emirates; and Jordan. [AMCOM]
T&E SUPPORT TO PROGRAM MANAGER, MINES, COUNTERMINE, AND DEMOLITIONS (PM, MCD):  Providing technical support to PM, MCD for the following programs: Ground and Handheld Standoff Mine Detection Systems (GSTAMIDS and HSTAMIDS), Advanced Hornet, Raptor, and Anti-Personnel Landmine Alternative (APLA) mine programs. Work includes updating and coordinating GSTAMIDS and HSTAMIDS T&E Master Plans, Supportability Strategy, planning and coordinating Test Integrated Process Team Meetings, and general support to the PM in the T&E, modeling, simulation, and communications areas. Providing T&E and VV&A support to AMSAA and AEC in support of Advanced Hornet, Raptor, and APLA programs as directed by PM MCD. Serving as M&S coordinator for all mine programs.  Providing technical analysis of C3 subsystems.  [PM, MCD]
T&E SUPPORT TO THE NATIONAL MISSILE DEFENSE (NMD) PROGRAM OFFICE (PO):  Providing support to the NMD PO primarily in the area of lessons-learned during the THAAD missile flight test program. [NMD PO]

TESTING FOR THE LAND WARRIOR SYSTEM: Provided T&E support to the Product Manager, Soldier (PM, Soldier) on the Land Warrior system.  Developed a strategy to streamline the Land Warrior T&E effort.  Developed a spiral development approach that integrated night vision, information, communications, situational awareness, and personal protection technologies for use in expediting testing, evaluation and fielding of the Land Warrior suite of equipment.
