Test and Evaluation (T&E)

QUANTUM IS A LEADER IN PROVIDING SUPPORT TO THE FULL RANGE OF DEVELOPMENTAL AND OPERATIONAL T&E ACTIVITIES FOR BOTH HARDWARE AND SOFTWARE PROGRAMS.  WE CURRENTLY SUPPORT THE MISSILE DEFENSE AGENCY (MDA), THE U.S. ARMY TEST AND EVALUATION COMMAND  (ATEC), THE U.S. ARMY AVIATION AND MISSILE COMMAND (AMCOM), AND THE ARMY PROJECT MANAGER FOR MINES, COUNTERMINE AND DEMOLITIONS.

The Quantum team of T&E professionals, many of whom have operational combat experience, possess extensive backgrounds in program planning, T&E plan development and analysis, test resource determination, range support/instrumentation planning and coordination, test execution and monitoring, data reduction, test results documentation and analysis, and system performance analysis.  Our core capabilities in the T&E area include the following:

• Defining test requirements and developing required T&E documentation (e.g., Test and Evaluation Master Plans, System Evaluation Plans, and Detailed Test Plans) to guide activities of test execution, data collection, and data analysis.

• Designing time-phased multi-year T&E programs to examine and report on the levels of program achievement in support of major milestone reviews conducted by the Services, OSD, and Congress.

• Developing measures of merit used to examine technical issues as well as operational effectiveness and suitability.

• Conducting Test Readiness Reviews and participating on Independent Review Teams.

• Directing test execution and analysis activities.

• Instrumenting test articles and conducting data collection, data reduction, and analysis.

• Executing models and simulation activities to examine system capabilities in environments that cannot be tested under live conditions.  

• Developing accreditation plans and reports used by the supported agencies to document T&E results.

• Integrating analysis of test results in comprehensive evaluation reports of system effectiveness, suitability and survivability.

• Performing data reduction, statistical analyses, and summarization to support System Assessments and System Evaluation Reports.

Quantum personnel actively support Government planning meetings and reviews for T&E events.  As T&E subject-matter experts, our personnel are often asked to make presentations at professional meetings, such as the International Test and Evaluation Association (ITEA) and the American Institute of Aeronautics and Astronautics (AIAA).
