ARMY G8 DIRECTORATE OF INTEGRATION SUPPORT
-
Prime
contractor that supports the transformation of the Army from the
Current Force to the Future Force through the planning and
fielding of all modernized and retrofitted equipment in an
integrated and synchronized manner.

Support
the acquisition, assessment and fielding of the Army’s Family of
Future Combat Systems (FCS). This requires an in-depth
understanding of U.S. Army vision and goals for transformation,
and the requirements for FCS programming, coordination,
integration, test, and synchronization across both Army and
joint forces.

Provide
support to the DOI’s Test and Evaluation Directorate by
assisting in preparation of the Stryker Brigade Combat Team
Operational Evaluation and participating in all events that
support the evaluation. We assist the DOI in its mission of
providing test, evaluation, and experimentation oversight of
“high interest” Army programs such as Stryker, Gateway
systems and Army staff management of the Joint Test and
Evaluation Program.

Provide
support to DOI’s Technical Integration Division in the areas of
technology integration, PPBES support, and overall force
development. Examples include development of the Software
Blocking implementation strategy; support to the Army Horizontal
Technology Integration program; the Joint Blue Force Situational
Awareness (JBFSA) effort; C4ISR and ABCS information operations
integration strategies; Combat Identification strategy
development and review; intra-Army interoperability
certifications; and TRADOC MDEP oversight.

Provide
database development, update and maintenance (in support
of force development, unit set fielding, and software blocking
requirements); support to C4ISR
architecture development and system of systems initiatives in
support of Army Modernization and Unit Set Fielding; strategic
planning activities; and programmatic activities to synchronize
activities within the DOI to ensure information exchange between
the Director and his Directorates.

Provide
DOI MACOM Coordination Cells at HQ AMC, HQ TRADOC, and HQ
FORSCOM to serve as the DOI focal
point to synchronize actions relating to Army Transformation,
Unit Set Fielding, Army Transformation Campaign Plan, and
funding activities associated with those programs.

Provide
Force Development Transformation
Cells at installations throughout CONUS, Alaska, Hawaii and
Germany. Focal
point for all Army Transformation Related activity including
Unit Set Fielding, Software Blocking, and all other
transformation-related activities. This support includes developing
briefings, web sites and databases for Stryker Brigade Combat
Teams, the USF Modernization Schedule and Army Order of
Precedence briefings.

HQ FORSCOM
MODULARITY COORDINATION CELL (MCC) SUPPORT:
Provide
support to HQ FORSCOM (as a
subcontractor to Anteon Corporation) by establishing and staffing
Modular Coordination Cells (MCCs) at Ft. Bragg, NC, Ft. Campbell, KY,
Fort Drum, NY, and Fort Stewart, GA. The purpose of the MCC is to
support a Chief of Staff initiative to develop a modular force by
integrating and synchronizing all assets of the Institutional Army while
providing the supported commander and the installation staff an adjunct
staff focused on successful reorganization of the force. The primary
mission of each unit/installation MCC is to develop, execute, and manage
the Modularity Implementation Plan in close coordination with the
FORSCOM MCC and supporting organizations. |

U.S. ARMY
ALASKA (USARAK) TRANSFORMATION SUPPORT:
Provide
functional and technical support to the U.S. Army Alaska (USARAK)
Transformation Team in order to transition the 172nd Separate
Infantry Brigade into a Stryker Brigade Combat Team (SBCT). Support
includes personnel, logistics, and unit set fielding planning support as
well as defining and managing individual training requirements for
transformation. |

PM,
STRYKER BRIGADE COMBAT TEAM SUPPORT: Provide
Army-level oversight for the Stryker Interim Armored Vehicle
(Acquisition Category ID) program, the centerpiece of the Army’s Stryker
Brigade Combat Teams and the vanguard of Army Transformation.
Responsible for planning, developing, coordinating, and defending Army
positions on program management, technical, budgetary, and regulatory
issues. Coordinate with Congress, OSD, HQDA staff, Program Managers,
users, and industry to deliver systems that achieve cost, schedule, and
performance thresholds. Ensure the program is structured to fulfill
Army requirements, complies with acceptable business practices, and
conforms to acquisition policies. |

ARMY G4 UNIT SET MANAGEMENT
BRANCH SUPPORT: Provide
logistical expertise to the Unit Set Management Branch (USMB) to enable
seamless implementation of the strategy and integration policy of the
G-4 in support of the CSA’s transformation to the Modularity Force as
dictated by the Army Campaign Plan. Quantum provides support for
Unit Set Fielding, Setting the Force, Unit Set Integrated Logistics
System (USILS), Strategic Reporting System (SRS), Unit Set Readiness
Reporting, and the Logistics Execution Information System (LEXIS).

HQ,
AMC
TRANSFORMATION AND TECHNICAL SERVICES: Provide technical expertise to the HQ, AMC
by:

Monitoring Stryker
Brigade Combat Team (SBCT) materiel
release status, get-well plans, Materiel Release forecasts and
assistance in the coordination and execution of Interim Materiel
Release and normal materiel release procedures to include Full and
Conditional Materiel
Releases.

Identifying SBCT Modified Table of Organization and Equipment (MTOE)
shortages, overages, out-of-production items; responsible Program
Managers (PMs)/Item Managers, Program Executive Officers (PEOs),
Systems Integrators (SI) and Force Integration Staff Officers (FISO);
and assisting with issues associated with the provisioning of MTOE
required equipment/items.

Ensuring
that all SBCT MTOE items managed by the Army Materiel Command are
issued to the SBCTs and other transferring units.
-
Coordinating with the U.S. Army Forces
Command (FORSCOM) to identify on-hand, serviceable, and excess
equipment available for SBCT MTOE provisioning requirements.
-
Creating, utilizing,
and maintaining computer-generated
documents, spreadsheets, databases and graphics to track all SBCT/Transformation
equipment provisioning and sustainment.
-
Developing, staffing and coordinating AMC Transformation related OPLANS,
OPORDERS, Operation and Organization Plans (O & O Plans), and other
Stryker plans as required by the Government.

1st INFORMATION OPERATIONS COMMAND SUPPORT: As
a
subcontractor
to Northrop Grumman Information Technology – TASC, Quantum has been a
full-fledged partner with the 1st Information Operations Command (Land) from start-up
planning through development of isolated IO capabilities into mature
enterprise-level Information Assurance (IA) activities for in-garrison
and forward-deployed Army units and systems.

Providing support to the 1st
Information Operations Command (LAND) ACERT Computer Network
Operations Division through the staffing, operation, and maintenance
of Regional Computer Emergency Response Teams (RCERTs) at Fort
Shafter, HI (RCERT-PACIFIC), Fort Huachuca, AZ (RCERT-CONUS), and
Fort Gordon, GA (RCERT SOUTH).

Performing
vulnerability assessments of numerous systems within US Army
networks as well as vulnerability assessments of the US Army
Security Infrastructure, which includes all security routers, IDS,
and Domain Name Service (DNS) servers. Quantum personnel create
RealSecure intrusion detection templates and policies to identify,
minimize, and deny host and network attacks in support of 200 Army
installations and activities. They are also skilled on JIDS, SNORT,
and ASIMS intrusion detection systems.

TRAINING SUPPORT TO DEFENSE INTELLIGENCE AGENCY:
Developing a training
program to build a counter-insurgency analytic capability to support
Multi-National Forces Iraq, the Secretary of Defense and the Joint Staff
that provides the necessary sociological and historical information that
analysts will need to fully grasp the complexities of the Iraqi
insurgency and to effectively devise warning capabilities for future
danger as well as to develop strategic plans for eliminating the support
necessary for the insurgency to function.
