Quantum has significant experience, providing a wide range of Logistics expertise to the Department of Defense.  For years, Quantum has provided the Office of the Deputy Chief of Staff, G4 and Army Materiel Command (AMC) with expert research, analytical, technical, process improvement, studies, administrative and program management contractor support.  Quantum possesses the skills, experience and comprehensive program knowledge to perform Logistics required activities with diligence and accuracy.  Quantum has a reputation for providing qualified personnel, experienced in the appropriate disciplines, and possessing the necessary experience to accomplish detailed Logistics functions.  While Quantum’s Logistics expertise span the entire Army, our focus is G4 and HQ AMC.  Below is an overview of Quantum’s ties to Army Logistics.

  • G4 Unit Set Modularity Branch (USMB): The USMB ensures G4 Modularity initiatives are aligned with the Secretary of the Army’s priorities of winning the Global War on Terrorism (GWOT) and transforming the Army through Unit Set Fielding and Setting the Force.  The USMB facilitates this by ensuring the Army delivers Materiel Readiness to our Soldiers that is supportable and sustainable. The Army Vision is People, Readiness and Transformation.  Quantum is tied into every aspect of this Vision by working on issues created by the rapid introduction of systems fielded under Modularity in Unit Sets.

  • G4 Unit Set Readiness Reporting (USRR): USRR, a subset of Unit Set Modernization, gives G-4 the capability to report and provide analysis of the Operational Readiness Reporting (ORR) of Stryker’s and Stryker Brigade Combat Teams (SBCTs).  Quantum assists G4 with objectives in prescribing policies and procedures for the Total Logistics Readiness Sustainability Analysis (TLRSA) in support of Stryker/SBCT ORR and in determining the requirements to perform Readiness Analysis of Strykers/SBCTs to aid in the early recognition of potential support/sustainment issues.
  • G4 Unit Set Integrated Logistics System (USILS): USILS is the process that applies ILS, commonality and standardization across systems in a Unit Set ,looking for cost avoidances, decreased maintenance requirements and reducing the logistics footprint.  By applying this process to Army heavy divisions Trucks and Semi-trailers, Quantum has identified for implementation, $130M dollars in cost avoidances. 

  • Logistics Execution Information System (LEXIS): Quantum developed and manages LEXIS for the Army G4 to be a web based (AKO) data mart that capitalizes on existing single focused automation tools.  LEXIS satisfies G4’s requirement for an overarching software tool and supporting architecture that integrates, collaborates and has the ability to conduct scenario-based assessments of critical readiness data predicated on a wide variety of complex logistics data.  LEXIS provides G4 with a product, whose unique capability is to track leading logistics readiness indicators for the CSA’s Strategic Readiness System (SRS), enable scenario-based predictive logistics readiness assessments and automation of the USILS and Modularity processes.

  • G4 Strategic Readiness System Operations Center (SRS OC): Quantum provides analytical and technical support to assist G4 in meeting readiness and sustainment responsibilities of ongoing tasks of developing, implementing, and providing sustainment for the SRS and the Balanced Scorecard (BSC).  We provide analytical support and conduct research that assesses the SRS logistics supportability and sustainability.  Quantum assists G4 in facilitating the day-to-to execution of the G4 SRS Operations Center (OC), and schedules BSC Training and provides scorecard design and technical support as requested.  Quantum also assists the G4 in reviewing Army G4 regulations and policies to identify appropriate SRS implementation.

  • G4 Operational Needs Statement (ONS): Quantum ensures that the G4 efficiently and effectively executed its ONS roles and responsibilities.  Quantum correctly and expeditiously process ONS to ensure the war fighters needs are met, assists G4 when no ONS solution is available or if the need is not urgent or critical the ONS will be turned over to the materiel developers, combat developers and training developers to find solution.  Additionally, Quantum assists the G4 in reviewing ONS being reviewed by the materiel developers, combat developers and training developers to determine applicability to future requirements or continuing need for which a Capability Development Document (CDD) acquisition is needed, developed an automated system that supports the current ONS timeline and workload, developed an automated system that synchronizes and coordinates activities between involved agencies and develop an automated system that tracks assets being delivered with the ONS process.
  • HQ Army Materiel Command (AMC) Stryker Brigade Combat Team (SBCT) Support Team Services:  Quantum provides technical expertise and services to the HQ, AMC Deputy Chief of Staff for Operation (G3) in support of stand-up and sustainment of the SBCTs. Coordinated the full spectrum materiel support for six SBCT, and solving problems for war fighters in equipping the SBCTs.  Quantum personnel serve as members of DA SBCT Integrated Process Action Team (IPAT) and the DA G3 Documentation Assistance Review Team (DART).  Additionally, we track and resolve issues associated with AMC managed SBCT MTOE items to ensure timely fieldings; determine SBCT MTOE shortages, overages and interchange requirements and monitor release of equipment to fill shortages; support materiel fielding and release actions; prepare Command correspondence for all Transformation issues; participate in Army Systems Architecture Configuration Management Boards; support Army Transformation Experimentation Campaign Plan; and serve as the AMC SBCT Integrator ensuring that all SBCT actions are coordinated with other HQ Directorates/Divisions and completed in a timely manner.
  • HQ AMC Business Solutions Support Services: Quantum provides technical support and services to the HQAMC in the areas of planning, directing, controlling and coordination of human capital, technical planning and manpower allocation tracking activities.  Conduct analysis on all aspects of the AMC Business Process Systems to determine all possible impacts on the program as listed above.  Assist AMC with the review, analysis and verification of AMC’s manpower requirements.  Includes reviewing and documenting current and developing future position descriptions in accordance with all applicable OPM directives, monthly manpower reviews and technical allocation planning.  Developed web based data-drive application on .NET platform to support TDA and Manpower requirements. This application consists of ASP.NET web interface and MSSQL Server backend. The application tracks all G-3 personnel and manpower requirements and is highly integrated with security per DOD Orange Book Standards as well as auto-generated emailing systems, report customization, and database management capabilities.
  • Operational Contractor Support (OCS): Quantum conducted a complete, end-to-end review and analysis of the methodology and application of Operational Contractor Support (OCS), Contractor Logistic Support (CLS) and Contractors on the Battlefield (COB) in support of G4’s OCS responsibilities.  Focusing on Army Regulations (ARs) 700.142, 700.127 and 715.9 the purpose of Quantum’s support is to this review and analysis was to identify courses of action and make recommendations to streamline manpower and logistic footprint requirements that highlight the importance of applying the precise mix of operational contractor support. 

  • Sustainment Program Evaluation Guidance (SSPEG) Study: Quantum conducted a study to articulate the best way to automate the G4’s resource management process.  The study researched and analyzed the POM build and the internal Program Budget Advisory Committee (PBAC).  Quantum identified the functional processes supporting the G4 POM construction and defenses that were unique to the SS PEG, identified mutually shared requirements with other PEGs, identified existing automation platforms adaptable to the SS PEG POM processes to automate the management of SS PEG resources and provided courses of action and a recommended with cost estimates and development time lines.  Additionally, the SSPEG study encompassed a detailed examination of key Army resourcing methods (e.g. POM, PEGs, MDEPs).
